NIC Certifying Authority

NIC Certifying Authority is the official body responsible for the issuance and maintenance of digital certificates for usage within the Government of India domain.

"NIC CA fulfills requirements of trustworthiness of a Certifying Authority as laid down by the IT Act 2000.'' The need for secure communications in Computer Networks have brought about the need for setup of a Public Key Infrastructure. This PKI refers to a whole host of components, applications, policies and practices which is responsible to bring about Confidentiality Integrity Authentication Non-repudiation in all business transactions carried over such networks. The NIC Certifying Authority is one such component in a PKI setup.

With the introduction of Certification Services, the Certification Authority, NIC has laid the foundation for conducting secure transactions on the web. Being the first of its kind in such services in the country , it has introduced a secure way of exchanging e-mails . This has opened up a potential for doing bussiness securely on the internet in future by identifying newer applications . In the first phase, services are being offered in the G2G i.e Government to Government sector. This portal has been dedicated for dissipating information about the services being offered by the CA of NIC.

NIC CA offers four distinct classes of digital certification services, Classes 0-3, for NICNET users within the government. Each level or class of certificate provides specific functionality and security features, and corresponds to a specific level of trust . For more details refer to the CPS policy in the Repository section of this site. However, at present it will be issuing only class 0 certificates.

Legal Sanction

IT Act 2000 has attempted to bring about electronic governance by giving legal recognition to electronic records and digital signatures and using them in government and its agencies. It has drawn parallelism in electronic information and paper and ink based information and also has given legal force or backing to treat electronic signatures at par with paper and ink-based signatures. In order to know with whom one is doing business on the web, in order to bring non-repudiation, authenticity in transactions on the Internet and pinpoint the originator of information, the IT Act provides for the deployment of digital signatures. This would allow for and encourage individuals and organizations to shop and do business and thus tap greater commerce potential via the medium of the web.

Some excerpts from the IT Act 2000 published in the gazette of India,

"An Act to provide legal recognition for transactions carried out by means of electronic data interchange and other means of electronic communication, commonly referred to as "electronic commerce" which involves the use of alternatives to paper-based methods of communication and storage of information, to facilitate electronic filing of documents with the government agencies..."

According to chapter II of the IT Act 2000 on Digital signatures, "Any subscriber may authenticate an electronic record by affixing his digital signature. The authentication of the electronic record shall be effected by the use of asymmetric crypto system and hash function which envelop and transform the initial electronic record into another electronic record."

The IT Act 2000 lays down the specifications for creation of digital signatures, information authentication by means of digital signatures, verification of digital signatures and the various standards adopted in the activities of the digital signature provider (CA).
